HiGO, NACTOMORAS Partner To Revolutionise Keke, Motorcycle Transport

…Target safer rides, digital identification, rider empowerment, nationwide expansion

In a major move to transform Nigeria’s commercial transportation sector, HiGO, a mobility technology brand of HiConnect Global Services, has entered into a strategic partnership with the National Commercial Tricycle and Motorcycle Owners and Riders Association of Nigeria (NACTOMORAS) to promote passenger safety, improve riders’ welfare and introduce technology-driven solutions into commercial tricycle and motorcycle operations.

The partnership, formalised through the signing of a Memorandum of Understanding, MOU, on Wednesday, October 21, 2026, is designed to modernise commercial transportation by integrating digital identification, rider registration, trip management, passenger information and professional training into the operations of Keke and motorcycle operators across the country.

The initiative will initially focus on the Federal Capital Territory, FCT, Abuja, and Delta State, alongside other locations where NACTOMORAS maintains operational structures, with provisions for possible expansion to other parts of Nigeria.

The collaboration brings together HiGO’s digital mobility technology and NACTOMORAS’s nationwide membership network to establish a more coordinated, accountable and technology-enabled commercial transport system.

Under the arrangement, both organisations intend to work towards improving the relationship between passengers and transport operators while creating new opportunities for riders to benefit from digital services and other mobility-related initiatives.

The partnership is also expected to encourage greater professionalism in the commercial transport industry, where tricycles and motorcycles remain important means of transportation and sources of livelihood for thousands of Nigerians.

Passenger safety takes centre stage

A major component of the partnership is the promotion of passenger safety through digital registration, identification and verification of participating riders and their vehicles.

Through HiGO’s mobility platform, the organisations plan to introduce a structured framework for identifying eligible operators, managing trips digitally and providing passengers with relevant trip information.

The initiative is intended to strengthen accountability within the sector by making it easier to identify participating riders and establish a more organised system for commercial transportation services.

The partnership will also explore mechanisms for improving incident reporting, emergency-response coordination and engagement with relevant security agencies and transport regulatory authorities.

By combining digital technology with NACTOMORAS’s established organisational structures, the partners hope to build public confidence in commercial tricycle and motorcycle transportation.

The arrangement is also expected to encourage operators to embrace safer driving practices and more responsible relationships with passengers.

Digital registration to improve coordination

Another key objective of the MOU is to promote the digital registration and structured onboarding of commercial tricycle and motorcycle operators.

NACTOMORAS is expected to facilitate engagement with its members through its national, state and local structures, while HiGO will provide technology solutions to support approved registration, verification and onboarding processes.

The initiative is expected to improve communication between association leadership and members while creating a more coordinated system for organising participating riders.

It will also provide a framework for monitoring registration progress, facilitating training and encouraging compliance with applicable transport regulations.

The partners believe that a more structured approach to rider identification and registration could contribute to improved operational standards and make it easier to introduce additional services to eligible operators.

Partnership to create economic opportunities for riders

Beyond passenger transportation, the collaboration is designed to create opportunities for commercial riders and vehicle owners to benefit from emerging digital mobility services.

Under the proposed arrangement, participating riders may gain access to digital ride requests, improved connections with passengers, transparent fare information and structured trip management.

The initiative will also explore opportunities for training in customer service, road safety and digital technology, as well as digital identification and membership verification.

In addition, the partners intend to explore potential access to insurance, vehicle financing and other financial services through appropriately licensed service providers.

Future initiatives may also cover alternative-energy vehicles and other innovations capable of improving efficiency and reducing the operational challenges faced by commercial transport operators.

However, the proposed services are expected to be introduced gradually, subject to operational readiness, applicable regulations and further agreements between the parties.

The initiative is expected to provide participating riders with opportunities to improve their service delivery and explore new ways of strengthening their livelihoods.

HiGO, NACTOMORAS plan driver education

Recognising that technology alone cannot guarantee safer transportation, HiGO and NACTOMORAS have also identified driver education and professional service standards as important components of the partnership.

The proposed training and awareness programmes will cover responsible driving, passenger relations, traffic regulations, fare transparency, security awareness and the effective use of digital mobility platforms.

The organisations also intend to explore ways of making the programmes accessible to riders through practical demonstrations, local languages and simplified educational materials.

The goal is to encourage commercial tricycle and motorcycle operators to see themselves not merely as transport providers but as professional service operators with responsibilities towards their passengers and the communities they serve.

Through the proposed training programmes, the partners hope to promote improved customer relations, responsible road use and greater awareness of safety procedures among participating operators.

Partnership to support transport modernisation

The agreement represents an effort to bridge the gap between traditional commercial transportation structures and emerging mobility technologies.

While HiGO is expected to provide the digital infrastructure and mobility solutions, NACTOMORAS will contribute its understanding of the commercial transport sector, membership networks and grassroots engagement structures.

The combination of both organisations’ capabilities is expected to support the gradual modernisation of commercial tricycle and motorcycle operations.

The initiative will also seek to promote improved transport coordination, financial inclusion, safer mobility practices and expanded economic opportunities for participating operators.

For an industry that provides transportation services and employment opportunities across urban and rural communities, the introduction of structured digital systems could provide a platform for improving service delivery and strengthening engagement between riders and passengers.

Implementation to begin with sensitisation, onboarding

Following the signing of the MOU, the two organisations are expected to develop practical implementation arrangements to guide the rollout of the initiative.

The initial activities will include member sensitisation, rider registration, the development of appropriate training programmes and the identification of suitable locations for phased deployment.

The FCT and Delta State are expected to serve as initial areas of focus, with further expansion to be considered as implementation progresses.

Participating riders will be required to meet applicable verification requirements, platform eligibility standards and relevant transport regulations.

The phased approach is intended to allow both organisations to assess operational requirements, strengthen coordination and establish a workable framework for extending the programme to additional locations.

Leadership perspectives

The agreement was signed on behalf of NACTOMORAS by its National President, Alhaji Sani Hassan, and its National Secretary, His Royal Highness Oba Daramola Rotimi Williams.

HiGO was represented by its Managing Director and Chief Executive Officer, Prince Tobi Dafe, and its Technical Director, Engr. Joseph.

The participation of the leadership of both organisations underscores their commitment to exploring practical ways of improving commercial transportation through technology, structured engagement and rider development.

The partnership is expected to provide a framework for sustained cooperation between the two organisations as they work towards translating the objectives of the MOU into practical benefits for riders, passengers and other stakeholders.

A shared vision for safer mobility

The collaboration reflects a shared ambition to build a commercial transportation system that places greater emphasis on passenger safety, rider empowerment, accountability and technological innovation.

By combining the reach of an organised transport association with digital mobility solutions, HiGO and NACTOMORAS aim to demonstrate how technology can support the development of a more efficient and better-coordinated transportation sector.

The success of the initiative will, however, depend on effective implementation, active participation by riders, public acceptance and compliance with relevant regulatory requirements.

If successfully implemented, the programme could provide a model for integrating digital services into commercial tricycle and motorcycle transportation while creating additional opportunities for operators.

For HiGO and NACTOMORAS, the partnership marks a step towards a transportation system in which safer rides, better-organised operators and technology-driven services become increasingly accessible to Nigerians.
